1. Introduction
HNR Solutions Ltd is committed to preventing modern slavery and human trafficking in our business and supply chain. We recognise that recruitment and labour supply sectors carry a heightened risk of exploitation, and we take our ethical, legal, and social responsibilities seriously.
This statement sets out the steps HNR Solutions has taken, and continues to take, to ensure that modern slavery and human trafficking are not taking place in our business or supply chain. It is published voluntarily and reflects our values and ongoing commitment to ethical recruitment.
2. Our business
HNR Solutions Ltd is a UK private limited company (company number 13946184) based in Southend-on-Sea, Essex. We provide recruitment, staffing, and business support services to clients across the UK, with a focus on the healthcare, care services, cleaning, construction, warehousing, and industrial sectors.
We supply temporary and permanent workers to client businesses and provide consultancy and back-office support to small and medium-sized enterprises.
3. Our commitment
HNR Solutions has a zero-tolerance approach to modern slavery and human trafficking. We are committed to:
- Acting ethically and with integrity in all our business dealings and relationships.
- Implementing and enforcing effective systems and controls to prevent modern slavery in our operations and supply chain.
- Ensuring all workers we supply are properly vetted, have a verified right to work in the UK, and are not coerced or exploited.
- Supporting candidates who may be vulnerable, including those new to the UK labour market.
- Upholding the rights of all workers regardless of nationality, immigration status, gender, or background.
4. Our supply chain and operations
As a recruitment business, our supply chain consists primarily of:
- Candidates whom we register and place with client organisations.
- Third-party service providers including payroll, background checking, IT, and professional services.
- Client organisations who engage us to supply workers or provide business support.
The greatest risk of modern slavery in our sector relates to the recruitment and placement of workers, particularly those who are vulnerable by reason of migration status, language barriers, or financial pressure.
5. Our policies
HNR Solutions maintains the following policies to support our commitment:
- Anti-Slavery and Human Trafficking Policy.
- Recruitment and Candidate Vetting Policy.
- Whistleblowing Policy.
- Code of Conduct for Staff and Contractors.
- Equal Opportunities Policy.
These policies are reviewed regularly and updated as necessary.
6. Due diligence
6.1 Candidate due diligence
- Full right-to-work verification in line with Home Office guidance for every candidate.
- Face-to-face or video identity verification where possible.
- Written references from previous employers.
- Checks on banking details to identify patterns that may indicate third-party control of wages - a known indicator of labour exploitation.
- Direct conversations with candidates to identify any signs of coercion, debt bondage, or control.
- Clear communication in plain English (or with translation where required) about pay, hours, and working conditions.
6.2 Client due diligence
- Verification of client company registration and business legitimacy.
- Assessment of client working conditions, where possible through site visits.
- Clear written terms of business setting out our expectations regarding worker treatment.
- Refusal to work with clients who do not meet basic ethical and legal standards.
6.3 Supply chain due diligence
- Selection of reputable third-party suppliers (payroll, IT, background check providers).
- Written contracts requiring suppliers to comply with applicable laws, including the Modern Slavery Act 2015.
- Periodic review of supplier relationships.
7. Risk assessment
We recognise that the following factors increase the risk of modern slavery in our operations:
- Placement of workers in low-paid or labour-intensive sectors such as cleaning, warehousing, and construction.
- Recruitment of workers who are new to the UK or have limited English.
- Use of third-party agents or introducers for candidate sourcing.
- Planned expansion into international candidate sourcing.
We assess and manage these risks through our vetting procedures, policies, and ongoing training.
8. Training and awareness
All staff and directors at HNR Solutions receive training on modern slavery and human trafficking as part of their induction, with refresher training provided regularly. Training covers:
- What modern slavery and human trafficking are.
- How to identify potential indicators of exploitation in candidates and workplaces.
- How to raise concerns internally and externally.
- Our legal obligations and internal procedures.
9. Reporting concerns
We encourage all staff, candidates, clients, and members of the public to report any concerns about modern slavery or human trafficking to us at info@hnr-solutions.co.uk or by calling 01702 826220. All reports will be treated confidentially and investigated promptly.
Where appropriate, we will report concerns to the relevant authorities, including the Gangmasters and Labour Abuse Authority (GLAA), the Modern Slavery Helpline (0800 0121 700), and the police.
10. Looking forward
As HNR Solutions grows, we will continue to strengthen our processes, policies, and training to prevent modern slavery. Our priorities for the coming year include:
- Formalising our Anti-Slavery and Human Trafficking Policy as a standalone document.
- Pursuing membership of the Recruitment and Employment Confederation (REC) to align with its Code of Professional Practice.
- Developing due diligence procedures appropriate for international candidate sourcing as that service line develops.
- Reviewing and updating this statement annually.
11. Approval
This statement has been approved by the Board of Directors of HNR Solutions Ltd and will be reviewed and updated annually.
